Are "free roof" offers too good to be true? Mark Price of VP Insurance Services reveals the risks of roofing scams in South Carolina and how they impact your home equity.

If you live in Easley, Greenville, or anywhere across Pickens County, you’ve probably heard the knock. A contractor is at your door, pointing at your roof, and telling you they were "just in the neighborhood" helping a neighbor.

Then comes the hook: "We can get you a brand-new roof, and it won't cost you a dime. We’ll even cover your deductible."

The "Free Roof" Scam: How the Trap is Set

South Carolina, and the Upstate in particular, is a prime target for what we call "storm chasers." These are often out-of-state contractors who follow hailstorms or high-wind events. They use high-pressure tactics to get you to sign an "assignment of benefits" or a "contingency agreement" before you’ve even spoken to your insurance agent.

The Deductible "Secret" (That’s Actually Fraud)

The biggest red flag is the promise to waive your deductible. Here is the hard truth:

In South Carolina, it is illegal for a contractor to pay, waive, or rebate your insurance deductible.

When a contractor tells you they’ll "cover the $1,000 deductible," they usually do one of two things:

They inflate the estimate sent to the insurance company to hide the deductible cost.

They use lower-quality materials or skip essential steps (like replacing flashing or underlayment) to make up the difference.

By going along with this, you could unintentionally be participating in insurance fraud. More importantly, you're starting a relationship with a contractor whose first move is to circumvent the law. If they are willing to cheat the insurance company, they are certainly willing to cut corners on your home: the most valuable asset you own.

The Banking Perspective: Why Your Roof is Your Equity

Before I was your insurance agent, I was in the world of finance and lending. I look at a roof differently than most. I don't just see shingles; I see a

How a "Free" Claim Affects Your Mortgage

If you have a mortgage on your home in Easley or Greenville, your lender has a vested interest in your roof. In fact, most mortgage companies are listed as "loss payees" on your policy. This means when a claim check is issued for a new roof, it’s often made out to both you and the mortgage company.

Why? Because if the roof isn't replaced correctly, the value of the collateral (your house) drops. If you use a "shady" contractor who does a poor job just to save you the deductible, you aren't just getting a cheap roof: you are actively decreasing your home's appraised value.

          The Refinance Killer

I’ve seen it happen dozens of times: a homeowner tries to refinance their mortgage to get a better rate or take out a Home Equity Line of Credit (HELOC) for a major project. The appraiser comes out, sees a roof in poor condition or a history of frequent, small insurance claims, and the loan is denied.

Lenders want to see stability. A pattern of "free roof" claims tells a lender that the property is a high risk. In the long run, saving $1,000 on a deductible today could cost you $20,000 in higher interest rates or lost equity tomorrow.

South Carolina homeowners already pay some of the highest insurance premiums in the country: averaging around $2,899 per year. A large portion of that cost is driven by the sheer volume of roof claims in our state.

When you file a claim for a "free" roof that might have actually had five more years of life in it, you are contributing to a cycle that drives everyone’s rates up. But specifically, it drives

           The CLUE Report:

Every claim you file is recorded in the Comprehensive Loss Underwriting Exchange (CLUE) report. This is like a credit report for your house.

           Non-Renewal Risk:

If you have multiple claims in a short window, your insurance company may choose not to renew your policy. In the current market, finding a new home insurance policy after a non-renewal is incredibly difficult and expensive.

           ACV vs. RCV:

Many insurers are moving toward "Actual Cash Value" (ACV) for roofs over 15 years old. This means they only pay for what the roof is worth today, not what it costs to buy a new one. If you sign a contract with a door-to-door roofer for a "free" roof, and your policy is ACV, you might end up owing thousands of dollars out of pocket that you didn't plan for.

Thankfully, our state legislature recognized the problem with "storm chasers" and passed a law in 2013 to protect homeowners. If you’ve already signed something at your front door, don't panic yet.

           No Down Payments:

Under this law, a roofing contractor cannot demand or cash a down payment until that 5-day cancellation period has passed.

A contractor cannot act as your public adjuster. They cannot tell you they will "negotiate" the claim for you. That is a job for you and your licensed insurance agent or a public adjuster.

If you think you have storm damage, here is the process we recommend for our Upstate neighbors:

Step 1: Call Your Agent First.

Before you let a stranger on your roof, call us. We can help you look at your policy to see your deductible and whether you have Replacement Cost or Actual Cash Value coverage.

Step 2: Get a Professional, Local Inspection.

Use an established company with a physical office in Easley, Greenville, or Pickens. We can often recommend reputable local contractors who have been in our community for decades.

           Step 3: Evaluate the Claim.

Sometimes, a repair is only $600. If your deductible is $1,000, filing a claim is actually a net loss for you because it stays on your record without providing any payout. We’ll help you do the math.

Whether you’re riding your bike through the Blue Ridge foothills or enjoying a quiet weekend in Pickens, your home is your home base. Don't let a "free" offer compromise the equity you've worked so hard to build.

If you’ve spent any time looking at your bills lately, you know the drill. Groceries? Up. Rent? Up. That fancy coffee that used to be four bucks? Now it’s six and the barista is looking at you like you owe them a kidney. Usually, insurance follows that same depressing upward trajectory.

But for once, the universe has decided to throw us North Carolina riders a bone. And not just a little scrap: we’re talking a full-on steak dinner.

I’m Mark Price, the guy behind VP Insurance Services, and I’m here to break down some genuinely shocking news: while almost every other type of insurance is climbing higher than a Himalayan mountain goat, motorcycle insurance rates in North Carolina are actually going down.

Specifically, we’re looking at an average 16.3% decrease in motorcycle liability insurance rates.

Let’s dive into what this means, why it’s happening, and how you can make sure you’re actually seeing those savings when you renew for the 2026 riding season.

The 16.3% Victory: How Did This Happen?

In the world of insurance, "rate drops" are about as common as a quiet Harley-Davidson. They just don't happen often. Usually, the North Carolina Rate Bureau (the group that represents insurance companies) asks for an increase, and the Commissioner of Insurance has to fight them down to something reasonable.

This time, things went a little differently.

North Carolina Insurance Commissioner Mike Causey recently settled a rate case that resulted in a massive win for the two-wheeled community. While the Rate Bureau was looking at the data, the final settlement landed on an average 16.3% statewide decrease in motorcycle liability insurance rates.

This change officially kicked in for new and renewing policies starting October 1, 2025. Since we are now moving into 2026, this means almost every rider in North Carolina is currently eligible or will soon be eligible for this significant price cut.

Now, before you start throwing a parade, let’s look at the other side of the garage. While motorcyclists are celebrating, car drivers are getting a slightly different treatment.

As part of the same settlement, private passenger auto insurance rates are actually increasing by an average of 5%.

Why the difference? It comes down to "loss experience." In the insurance world, that’s just a fancy way of saying "how much stuff got wrecked and how much did it cost to fix?"

For whatever reason: better riding habits, fewer claims, or just the statistical luck of the draw: the data showed that motorcycle liability wasn't costing the companies as much as they predicted. Meanwhile, car accidents are getting more expensive by the day because of the high-tech sensors, cameras, and computers packed into every modern bumper.

This creates a unique window of opportunity. If you’ve been thinking about ditching the daily driver and commuting on your bike more often, your wallet just gave you a very loud green light.

Understanding the "Liability" Part (The Fine Print)

I want to be clear about one thing: the 16.3% drop is specifically for liability insurance.

In North Carolina, liability is the part of your policy that pays for the other person’s medical bills or property damage if you’re at fault in an accident. It’s the mandatory stuff.

While liability is dropping, other parts of your policy: like Comprehensive (fire, theft, vandalism) and Collision (fixing your own bike): are still subject to the usual market pressures. Parts are more expensive and labor rates at the shop aren't exactly going down.

However, liability often makes up a massive chunk of your premium, especially for riders with higher limit requirements. A 16.3% cut there is going to move the needle on your total bill in a big way.

There is one more wrinkle in the 2026 insurance landscape that every rider needs to know about.

Starting July 1, 2025, North Carolina bumped up the mandatory minimum liability limits. For decades, the minimum was "30/60/25" ($30,000 for bodily injury per person, $60,000 per accident, and $25,000 for property damage).

The new law has pushed those minimums to 50/100/50.

So, while the rate (the cost per unit of coverage) has dropped by 16.3%, many riders will be carrying more coverage than they used to. This is actually a good thing.

May is a big month here in South Carolina. The sun is out, the azaleas are in full bloom, and the roar of engines is echoing down the Grand Strand. At VP Insurance Services, we love this time of year, but we also know it’s the busiest, and sometimes the most dangerous, season for our friends on two wheels.

Whether you’re heading to the Myrtle Beach rallies or just cruising the backroads of the Upstate, there are a few things you need to know regarding safety alerts, legal updates, and how your coverage stands up to the unexpected.

We’re kicking off May with a bit of a heavy heart. According to recent data from the South Carolina Department of Public Safety, as of May 5, 2026, our state has already seen 33 motorcycle fatalities this year. That is 33 families changed forever.

We aren't telling you this to scare you off your bike; we’re telling you this because awareness is the first step toward prevention.

Whether you've been riding for thirty years or you just picked up your first bike, a quick refresher on safety can save your life.

          1. Gear Up Every Time

We know it gets hot in South Carolina, but the "dress for the slide, not the ride" rule still applies. While South Carolina law only requires helmets for riders under 21, the statistics are clear: helmets save lives. Beyond the helmet, consider high-visibility gear. If a driver can’t see you, they can’t avoid you.

          2. Master Your Lane Position

Don’t just sit in the middle of the lane where oil and debris collect. Position yourself where you are most visible to the drivers around you. Avoid riding in blind spots, especially around large trucks or tourists who might be unfamiliar with our roads.

          3. The "Look Twice" Rule

This one is for everyone on the road. We tell our auto insurance clients this all the time:

          Look twice for motorcycles

. Motorcycles are smaller and their speed can be difficult to judge. A split-second decision to pull out of a driveway or change lanes can have devastating consequences if a biker is in the way.

Is Your Coverage Ready for the Road?

When you’re out on the highway, the last thing you want to worry about is whether your insurance policy actually covers the investment you’ve made in your bike. Standard policies often leave gaps that can leave you out of pocket after an accident.

"Agreed Value" vs. "Actual Cash Value"

Most standard auto policies use "Actual Cash Value," which takes depreciation into account. If you’ve spent thousands of dollars customizing your Harley or restoring a vintage Indian, a standard check might not even cover the cost of the parts.

At VP Insurance Services, we often recommend

          Agreed Value

coverage for our serious riders. This means we agree on the value of the bike upfront. If the worst happens, you get the amount we agreed upon, not just what a blue book says a "stock" version of your bike is worth.

          Custom Parts and Gear Coverage

Don’t forget about your gear. Helmets, leathers, and custom chrome add up quickly. Make sure your policy includes specific limits for accessories and riding gear. If you aren't sure what you have, give us a call or stop by. We’re here to help you understand the fine print.

The "Free" Windshield Update: What’s Changing?

Now, let’s pivot to something that affects every driver in South Carolina, not just the bikers. We’ve all grown accustomed to the "free" windshield replacement law in our state. If you have comprehensive insurance, South Carolina law (Section 38-77-280) has historically required insurers to waive the deductible for windshield glass replacement.

However, there is a significant update you need to be aware of:

          House Bill 4817 (HB 4817).

          The 2026-2027 Transition

For a long time, South Carolina was one of the few states where a cracked windshield didn't cost you a dime out of pocket, provided you had the right coverage. While this has been great for consumers, it has also led to rising premiums across the board due to the high volume of glass claims.

Here is the breakdown of the new law:

           Through 2026

: The current "free" (zero-deductible) windshield replacement remains in effect. If you catch a rock on I-95 tomorrow, you’re still covered under the old rules.

           Beginning in 2027

: The law changes. Insurance companies will be allowed to offer policies that include a deductible for glass repairs and replacements.

The goal of this legislative change is to help stabilize auto insurance rates by reducing the number of "frivolous" glass claims and addressing the rising costs of ADAS (Advanced Driver Assistance Systems) calibration that now comes with almost every new windshield.

          What This Means for You

You don't need to panic yet, but you should stay informed. As we move closer to 2027, you’ll want to review your policy renewals carefully. We will be here to help you navigate these choices. If you want to keep that zero-deductible glass coverage, there may be specific endorsements you need to add to your home and auto bundles.

          Why a Local Expert Matters

In an era of "click-for-a-quote" giant corporations, having a local agent like our team at VP Insurance Services makes a world of difference. We live in these communities. We drive these same roads. We know the difference between a "standard" policy and the protection you actually need to survive a South Carolina summer.

We pride ourselves on being friendly, casual, and most importantly: protective of our clients. We aren't just selling you a piece of paper; we’re providing a safety net so you can enjoy the freedom of the road without the "what-ifs" hanging over your head.

          Take Action Today:

           Check Your Policy

: Does it reflect the current value of your bike and gear?

           Inspect Your Glass

: If you have a chip or crack, get it fixed now while the zero-deductible law is still fully in your favor.

           Spread Awareness

: Tell your friends about the 33 fatalities this year. A simple reminder to "Look Twice" could save a life this weekend.

If you have questions about the new windshield law, or if you want to make sure your motorcycle is covered for the upcoming rallies, don't hesitate to reach out.

Stay safe out there, South Carolina. Let’s make the rest of 2026 a year of safe rides and clear views.

The Truth About South Carolina’s "Free Windshield" Law (HB 4817)

South Carolina is famous for its "free windshield" law, but things are about to change.

Here’s the breakdown of House Bill 4817 (The Insurance Rate Reduction and Policyholder Protection Act):

The "Good News" First: The automatic zero-deductible (free) windshield replacement is staying exactly as it is through December 31, 2026.

The 2027 Shift: Starting January 1, 2027, this benefit won’t be automatic. You’ll need to "opt-in" to it, likely for a small extra premium.
